I was leafing through the Brewer's Dictionary of Phrase and Fable recently and came across (you guessed it) an entry for Press Gang. To paraphrase, Press Gang was the name given to naval parties that travelled around seizing men for military service. Hence, to be press-ganged into something is to be forced to take part against one's will or inclination. Sullivan and Kerr, therefore, press-ganged schoolkids on their last chance into staffing the Junior Gazette (Frazz and Spike for example). I presume that Steven Moffat had this double meaning in mind when he named the series, but I never thought the title was supposed to mean anything other than the obvious.
