I think you'll find that it was "incidental music" written for the show (probably by Peter Davis, John Mealing and/or John G. Perry (as per "Music" in the credits)). One of the few "commercial songs" ever heard in PG (and I'd love to hear of any others people have picked) is "Smash It Up" by The Damned - which Colin is watching the music vid of while thinking of Cindy. I became sl. obsessed with that song after hearing it on the show - buying the Batman Forever Soundtrack to get a copy of The Offspring doing a copy of it, until I saw the original clip on Rage (Aussie music video show which runs through the night on Fridays and Saturdays) and realised it was done by the Damned - since thjen I have bought the Damned's "Best Of" album, which also contains that song (and which I can recommend, if only for "Smash It Up" and a very different version of the old hippie-era song "Ask Alice"). The clip still gets played on Rage relatively frequently for it's age (it's on at least once every month or so).
