I can claim to know a little about the origins of this series. I knew Paul Cornell fairly well when he and I were at Lancaster University together in the early 1990s. We both worked for the student radio station and Paul often said that there was enough material in all the comings and goings to make a series out of it. He and I were both huge PG fans and would have long arguments as to the relative merits of LB and JS so it does not come as any surprise that he has finally made the series with the same group of people. He is an enormously talented writer, as anyone who has read some of his Doctor Who novels will testify and he was also one of the authors of the Guinness Book of Classic British TV - the article on Press Gang was almost certainly his work. 'Wavelength' should be highly recommended...
