As someone who did some commericals as a child and lots of theatre as an
adult, it was probably always a set rather than a real building. To use a
real building is hard because of the high ceilings and very large wide rooms
you would need for camera angles. Plus you pay for use of the building, any
changes needed to the physical or electrical of the structure plus it is the
film companies responibility to fix it back to the orginal way it was (or
whatever was agreed on). I believe they just wanted to show that the Gazette
was more business-like as a commerical paper.
