I think its a slight incosistancy, but Lynda and Julie both had
problems with relationship with people. (I think Julie does actually
say Best friend) And once Lynda had distroyed
any possible plan by Julie to take over the paper I can't see any
resson they wouldn't be friends.

Actually they were quite firends during series 4 - Julie wrote
somthing on Spike's head in "She's got it taped" and wouldn't let him
go out on a date with another girl. So I can't see any reason they
couldn't have been some sort of friends.
