I thought it was "Friendly Fire" that they wanted Sullivan back for
(It says as much inthe Programme Guide at the site). It is the
episode right after "Head and Heart." Since they couldn't get him for
the "Friendly Fire, they used Winters. Perhaps you got the episodes
mixed up, or they could have just wanted Sullivan back for both.
But since they did use Winters instead of Sullivan, Winters is the one
we see (through flashbacks) initiating the Junior Gazette, giving
credence to Spike's idea in "Head and Heart" that ifit weren't for
Winters non of the gang would be where they were today.
