That was the genius of Steven Moffat again - having a handicapped character, but not making him terribly likeable. Billy could be quite an irritating person at times, with his frequent indignant retorts about his paralysis. Although I'm sure it says in the PG Programme Guide that he is now able to drive a specially adapted car.
