I don't think that Lynda is the sort of person who will fire someone and then not mention it the next time she sees the person she fired. I imagine that only after along battle would Lynda submit to the fact that Julie would be good for the job if she had on another occasion decided that Julie no longer deserves to be a part of the Junior Gazette at all. However as I have not seen "Shouldn't I be Taller" I am not the person to make judgements about what happened in that episode. Your probably right. I guess it is because I liked Sam better (I loved her stories about Monday, Tuesday, Wednesday etc.) I also liked the way she interacted with Kenny. She would never have voted against Kenny in an election if Colin was the other candidate.
