There were a lot of characters like that. But that was one of the
great things about PG - those background charaters/actors remaned the same
through the series !!!

We only saw one side of the Junior Gazette there was a whole buch of
people who didn't even have names. Also the battle between Lynda and
the Graphic department became less personal after Sam left. Julie
wasn't that big a character untill she left.

 - Perhaps Steven Moffat knew that a Newspaper needed a Graphic's
department but didn't really know what they did. ??? We never really
saw into the graphic department when they were at work.
