Just to confirm, yes the guy who played 'Billy Homer' was in fact handicapped.
I was in some of his classes at school, when he had a bad accident. I saw him a couple of times after he'd filmed his episodes around Chelmsford and he seemed to be coming to terms with his handicap. He came back to the school for some of his sixth form but I had gone to college so never saw much more of him.
